The functional proposal is a key aspect of a courthouse. This proposal has placed special emphasis on achieving a functional organization that contemplates the independence of operation of the three necessary movement systems - civil servants, public and detainees -, in their respective jurisdictions, -criminal and civil-, as well as in the search for efficient routes for them, -horizontal as well as vertical, and differentiated accessibility. A fundamental part of the spatial structuring of the proposal, it is constituted by the interior space or "Atrium", this space, in addition to being a central circulatory connector for the activities of the public, also houses the transversal interconnections of the civil servants on the upper levels, continuing of the exterior urban space within the building on its ground floor and plaza, thus "creating judicial city" within the building.
